Having become the new chief of the Glavk, Rastorguev was not used to sitting idle. He continues to hunt his old enemy-the criminal authority Maxim Tikhomirov, who is now responsible for the entire criminal world of the city on the Neva. He intends to put the bandit behind bars at any cost. In this, he is helped by friends from the police: the head of the Department for combating organized crime, Loktev, and the head of the Department for investigating premeditated murders, Nekrasov. But Tikhomirov is also ready for a fight - he attracts former police major Andrey Rovinsky to his side.
