It all begins in an undetermined place in the French-Basque Country, where a man with his back writes a note on a piece of paper: it is the order to "raise a councilor of the PP", giving an ultimatum of forty-eight hours linked to the transfer of the prisoners to prisons in the Basque Country. If the government does not agree to the hostage, he will be assassinated. July 10, 1997, at 2:10 p.m., Miguel Ángel Blanco Garrido, councilor in Ermua of the PP, eats at home accompanied by his mother and goes to work in Eibar like every day.
